We are searching for a highly technical senior executive – and a gifted manager of people – to direct the .NET S/W development efforts of a team of 30+ technologists (.NET developers, SQL Developers, DBA’s) in the creation and enhancement of n-tier, distributed applications that support >3000 concurrent users and terabytes of data.Our client is a well established, high performing, rapidly expanding, publicly held company in the D.C. region. Process Improvement Coach is responsible for assessing the current state of software process and management objectives to develop the strategies, approach and plans to ensure the successful introduction of new processes that integrate it into the corporate technical, business and governance environments. The process improvement coach combines expert knowledge of new software practices and tools with expert leadership in change management.
The Process Improvement Coach is also responsible for guiding the development, communication, training, assessment, and modification of key processes involved in software development. The Process Improvement Coach identifies and prioritizes areas where processes require creation or update and works collaboratively with domain subject matter experts and technology staff to develop and implement these procedures.
The Process Improvement Coach confers with management, developers, auditors, and other Fannie Mae personnel to identify, develop, publish, train, and assess procedures and processes utilized.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES
• Consult with software organization management and staff to develop integrated, achievable work plans related to implementation or modification of key software processes.
• Provide information on software process best practices, new process development activities, and process audits to software audiences at all levels.
• Maintain up-to-date knowledge of new developments related to process management and improvement, as well as relevant process-based methodologies such as Agile, SDLC and other methodologies and models to assess their application to corporate functions, and develop strategies for implementation.
• Guide the development, maintenance, assessment and support of software process standards.
• Guide the efforts to document and publish process standards using approved tools and methods.
• Develop and deliver training seminars on new or changing processes.
• Develop and execute strategies and mechanisms for the gathering and reporting of relevant process-related metrics on a regular basis.

MINIMUM QUALIFICATIONS
Education/Experience
10+ Years experience in software with a broad range of exposure to all aspects of business planning, systems analysis, and application development.
5+ years experience in process improvement
3+ years of developing, tailoring, and implementing processes on both projects and organizations.
Demonstrated ability to work inter-organizationally to implement complex processes in an ongoing work environment.
Bachelor’s degree in software or technical area
Demonstrated knowledge of organizational change management.

KEY JOB FUNCTIONS

Qualifications

EDUCATION

MINIMUM EXPERIENCE

SPECIALIZED KNOWLEDGE & SKILLS
• Perform servicing surveillance on a Fannie Mae’s complex portfolio of PLS securities and underlying loans.
• Establish and maintain internal and external communication with Fannie Mae’s PLS servicers and internal servicing management teams.
• Research remittance reports, identify issues, summarize findings and make recommendations at the loan level
• Identify potential repurchase/putbacks candidates complete processes to reduce credit losses
• Review and summarize PLS securities legal documents
• Ability and desire to collaborate with internal and external cross functional teams.
• Must be able to execute on deliverables and ensure that timelines and results are achieved.

***This is a HIGHLY specialized need that was worked on earlier this year. Please reference req 20663. The manager had extremely detailed vendor conference calls about this position previously. The two major must haves: 1) PLS Private Label Security – Servicing, not NSO or Capital Markets. Looking for Servicing on structured products and not on FM. 2) STRONGLY prefer this candidate in the DC area. This was open to Dallas or DC last time, but this new opening is only looking at DC. This candidate does not need to be able to just run a whole portfolio, they need to be able to roll up their sleeves and do the work and the spreadsheets and talk to servicers.***
